A new project is set to begin as the Berkeley City Council has granted final approval for the construction of a 312-foot, 25-story apartment tower at the intersection of Shattuck Avenue and University Avenue. The tower will be the tallest building in the city and will ultimately include 599 housing units. Designed with a combination of steel framing, metal-panel cladding, glass, and wood accents, the structure will feature a durable, modern, and energy-efficient façade that supports the tower's ambitious height.
The project is being developed by NX Ventures, Rhoades Planning Group, and Trachtenberg Architects. In addition to the residential units, the design includes over 16,000 square feet of commercial space and 58 units designated for very low-income renters. A rooftop restaurant is also planned. Upon completion, the tower is expected to surpass the height of the Campanile and replace a low-rise block currently occupied by businesses, including McDonald’s and the Spats bar.

Despite some public opposition—driven by concerns that such a high-rise could permanently alter Berkeley’s character and livability—Mark Rhoades, President & CEO of Rhoades Planning Group, emphasized that the project reflects evolving housing priorities in Berkeley and throughout California. City council members echoed his sentiment, expressing full support for the building’s construction.
As of now, officials have not announced a definitive construction timeline. However, Rhoades has indicated that building could begin within two to three years. Councilmember Igor Tregub, representing Central Berkeley, added that the proposed location is ideal for high-density development and could help revitalize a key section of the downtown district.
