I am doing wind load design for a one-sided, overhanging (cantilevered) roof for a campground bulletin board. Roof pitch is 1:6 with 8 inch total rise. (The roof cantilevers out from the support post 48 inches). Do I use only a horizotal wind and apply it to the projected area, or do I put the full design wind noramal to the roof surface?

I will advice you to use horizontal wind over projected area. Vertical wind turbines are long and require more material. Horizontal turbines function better and regardless of wind direction and convert more wing into power than vertical. As vertical turbines are tall, they kill birds and disrupt aerial ecosystems. Horizontal wind turbines are costly but it has long lasting property.
